National Stakeholder Workshop Definition, Criteria, Issues and Identification of Environmental Goods

The UNEP-UNCTAD Capacity Building Task Force on Trade, Environment and Development (CBTF), in partnership with the Philippine Council for Agriculture, Forestry and Natural Resources Research and Development (PCARRD), convened a national workshop on 8-9 June in Manila, Philippines, entitled Definition, Criteria, Issues and Identification of Environmental Goods.

The national workshop provided a forum to discuss the negotiations on environmental goods (EGs) currently taking place in the World Trade Organization (WTO) Committee on Trade and Environment and the relevance of these negotiations to the Philippines. A CBTF background note on the current trade patterns of environmental goods for the Philippines was introduced.

Approximately 60 participants attended the workshop, representing academia, national institutions and government ministries, non-governmental organizations, and international and regional organizations.

Participants drafted a list of issues that should form the basis for further discussions on trade liberalization in environmental goods and services (EGS) and a list of goods that are of particular interest to the country. It was also recommended that a working group under the joint guidance of the Department of Environment and Natural Resources and the Department of Trade and Industry should be established that further looks into the conceptual and practical issues. This group would be serviced by PCARRD and ensure various stakeholder groups participate in the discussions. CBTF was asked to assist the working group with the development of empirical information on trade and provide conceptual guidance.
